What is the process for the initial upload of SCRs in a new organization?

When engaging with a new organisation in EMIS Web, initiating the upload of Summary Care Records (SCRs) is a crucial first step. This process ensures that patients' vital health information is accessible to authorised healthcare professionals in urgent and emergency care settings across the NHS in England.

Initial Upload Process

The initial upload of SCRs is a one-time procedure required when SCR functionality is first enabled within an organisation. This upload includes all patients who have given their consent or have not explicitly opted out (implied consent). The upload is automated and usually scheduled to run overnight by EMIS Support once your organisation has been set up for SCR. The initial data transfer includes core and additional information unless the patient has specified otherwise.

An up-to-date SCR can significantly enhance care outcomes by ensuring clinicians have immediate access to accurate patient details at the point of care.

Consent Management

To facilitate this process, each participating organisation must approve the SCR upload. This entails affirming consent settings within the organisation’s electronic records system. The appropriate smartcard holder with the necessary RBAC activity 'B0380 Perform Detailed Health Records' must be available to complete consent confirmation.

If patients have expressed dissent, no SCR is uploaded. Instead, a dissent notification is recorded on the NHS Spine, ensuring patient preferences are respected. Healthcare providers must ensure that patient consent records are maintained accurately across both local EMIS systems and the NHS Spine.

Synchronisation with Personal Demographics Service (PDS)

EMIS Web uses the Personal Demographics Service (PDS) to match and verify patient information during the SCR uploading process. It is crucial to resolve any demographic discrepancies identified between PDS and EMIS Web data before proceeding with the SCR upload. Addressing these safeguards the integrity of patient records and ensures seamless utilisation of NHS services.

For any further queries related to SCR uploads or maintaining consent records, your local RA or EMIS Support is available to assist with guidance and troubleshooting.
