To view GP summaries for non-regular patients in EMIS Web using the SCR Viewer, follow these steps:
Setting Up SCR Viewing
To enable SCR viewing for non-regular patients, ensure your smartcard includes the required RBAC activities:
- B0370 - View Summary Health Records
- B0082 - Legal Override of Consent
For access where patient consent can't be asked, include RBAC activity:
- B0168 - View SCR When Permission Could Not Be Requested
Enabling SCR Functionality
The ability to view SCRs for non-registered patients requires informing your local privacy officer and having RBAC activity B0062 for Local System Administration. To enable:
- Access the EMIS Web menu > Configuration > Organisation Configuration.
- Select your organisation and click Edit.
- Navigate to SCR Configuration and enable SCR viewing for non-GMS patients.
Accessing the SCR Viewer
To access the SCR Viewer:
- Open Care Record from the EMIS Web menu.
- Select a patient from the care records.
- In the shared records pane, choose Summary Care Record.
If the patient is not synchronised, perform a Patient Trace on the Spine and couple the patient to the selected record.

Utilising the SCR Viewer
- Select Yes, No, Emergency Access, or Access for Legal Reasons when prompted.
