To view Summary Care Records (SCRs) without patient consent in EMIS Web, specific Role-Based Access Control (RBAC) activities must be included in your smartcard's role profile. These permissions are essential for ensuring compliance with legal and privacy standards while enabling access to important health information in necessary situations.
Essential Permissions
Without the patient’s consent, you must have the following RBAC activities enabled:
- B0370 View Summary Health Records – This allows you to access and view the summary health records.
- B0082 Legal Override of Consent – Required for legally overriding patient consent under specific circumstances.
- B0168 View SCR When Permission Could not be Requested – Necessary for accessing SCRs in situations where it’s not possible to obtain patient permission, such as emergencies.
Enabling SCR Viewing
To enable SCRs for non-regular patients, ensure that your role profile includes RBAC activity B0062 Local System Administration. Additionally, you should coordinate with the local privacy officer when activating SCR viewing for these situations.

For configurations, navigate to Organisation Configuration in EMIS Web, and adjust the settings as necessary to enable SCR views for non-GMS patients.
Access SCRs through the SCR Viewer by selecting the required Care Record and expanding shared records to find the Summary Care Record. Synchronising non-regular patients with the Spine is also necessary under certain conditions.
